“THE ROLE OF HUMAN CAPACITY DEVELOPMENT IN THE PUBLIC SECTOR – HOW TO BUILD A POSSITIVE BUSINESS ENVIRONMENT”
THE ANNUAL INTERNATIONAL CONFERENCE
The seventh international conference “NUM Leadership Conference – Capacity development for transformation” under the topic of “The role of human capacity development in the public sector – how to build a positive business environment” was held at the Novotel Hotel on October 10th 2018.
The conference is organized annually by the Department for Public Administration, SIRPA, NUM, with the support of the German International Cooperation Agency (GIZ-IMRI). This year it was co-hosted by the Civil Service Council of Mongolia, the Speyer Research Institute of Germany, Speyer University of Germany, and the University of Alaska, Anchorage, USA. More than 150 representatives attended the conference including government agencies, local public representatives, international organizations, universities, research institutions, and individuals.
The distinguished speakers were Prof. Dr. Dr. h.c. Jan Ziekow, Honorary Doctor of NUM, Director of the German Research Institute for Public Administration, Speyer, Germany, presented a speech about “Vocational education for efficient public service – experience from Germany and elements of success”; Prof. Dr. John Duffy, School of Business and Public Administration, University of Alaska, Anchorage, USA, talked about “Planning projects for the public sector – putting plans into action”; Prof. Dr. Hiroko Kudo, Faculty of Law, Chuo University, Tokyo, Japan, spoke about “New competences and human resource management in public organizations – Capacity development for E-Government”; Prof. Dr. Catherine Kardava, Director of the National Civil Service Bureau, Tbilisi, Georgia, presented a speech about “Lessons learned from the public sector reform in Georgia, especially with respect to economic development on national and local level”; Prof. Dr. Burmaa Natsag, Head of DPA, School of International Relations and Public Administration talked about “Stakeholder roles and responsibilities in social and economic dialogue formats – The example of the Sustainable Development Partnership”.
Furthermore, the conference was divided into two work streams namely “Public sector and the positive business environment – Success factors” and “The Do’s and Dont’s of practical public sector reform”. During the work streams, the international experts were given short speeches under the given topics those followed by interesting discussions. Participants were very satisfied with the conference procedures and organization. Moreover, the public officials emphasized the importance of the conference by making a valuable contributions to public sector reforms focusing on human capacity development and building positive business environment. We hope that the experience of the conference will be a treasure trove of knowledge and we can welcome you again at the next NUM leadership conference in 2019.
