NUM Leadership XII Conference – Capacity Development for Transformation

The twelfth “NUM Leadership – Capacity Development for Transformation” international conference under the topic of “Public Policy” was successfully held on October 18, 2023.

The conference is organized annually by the Department of Public Administration, School of Political Science, International Relations, and Public Administration (SPSIRPA), National University of Mongolia (NUM).

This year, the general organizers of the conference encompassed SPSIRPA, NUM; the Civil Service Council of Mongolia; the German University of Administrative Sciences Speyer, Germany; the University of Alaska, Anchorage (UAA), USA; the Institute of Communal Sustainability and Development (INCOSAD); and Citizen Representative Khural of Tuv province.

In the current year, the conference was financially supported by Konrad Adenauer Stiftung (KAS) and the Korean Institute of Public Administration (KIPA). We are expressing our sincere gratitude to KAS and KIPA for their invaluable financial support.

International scholars and experts were invited to exchange ideas and develop visions of how to advance understanding and application of contemporary practices in public policy, with a focus on key areas such as public participation, social responsibility, and effective public leadership.

In the morning session, the following professors were welcomed from five different countries:

  • Dr. h.c. John Duffy, University of Alaska, Anchorage, USA, doctor honoris causa of NUM, and a visiting professor of the Public Administration Department, SPSIRPA, NUM, “The practice of public policy in contemporary times”;
  • Prof. Dr.Dr. h.c. Andreas Knorr, German University of Administrative Sciences Speyer, Germany, “Germany’s energy policy: at the crossroads of energy security, decarbonization, and competitiveness”;
  • Dr. Jonghan Lee, Vice President of the Korea Institute of Public Administration (KIPA), South Korea, “Regulatory Reform in Korea”;
  • Prof. Hill Sothea and Prof. Roy Rotha, National University of Meanchey, Cambodia, “Human resource policy and management in public administration: The case of Cambodia”
  • Prof. Dr. Burmaa Natsag, National University of Mongolia, “Strategic foresight in public policy: The case of Mongolia”.

For the afternoon session, the conference had three workstream sections, including Public Policy: Public Participation; Public Policy: Social Responsibility; and Public Policy: Public Leadership.
In the “Public Policy: Public Participation” workstream, Dr. Kai Masser from DUV, Germany, delivered a presentation on “Trends in public policy with citizens’ participation: The case of Germany,” while Batbold Otgonbayar, Ph.D. Candidate of DUV, Germany, addressed “Public participation in mining community relations”.

In the “Public Policy: Social Responsibility” workstream, Assoc.Prof.Dr. Baasanjav Ganbaatar, Head of DPA, SPSIRPA, NUM, presented on “Public policy on corporate social responsibility,” and Otgontsetseg Badarch, Ph.D. Candidate of NUM, discussed “Results of agricultural subsidies provided by the Government of Mongolia.”

In the “Public Policy: Public Leadership” workstream, Dr. Jaeho Eun from KIPA, South Korea, presented on “Public leadership and policymaking: A concept analysis and public leadership capacity modeling,” while Dr. Myagmar Ganbat from DPA, SPSIRPA, NUM, delivered a talk on “An analysis of public service values in Mongolia.”

The twelfth “NUM Leadership – Capacity Development for Transformation” international conference attracted the participation of over 150 representatives, comprising professors, lecturers, researchers, civil servants, graduate students, and undergraduates from various esteemed institutions, including SPSIRPA, NUM; Governor’s Administration Office of the Parliament of Mongolia; Cabinet Secretariat of Government of Mongolia; Ministry of Finance; Ministry of Labour and Social Protection; Ministry of Food, Agriculture and Light Industry; Small and Medium Enterprises Agency; The Anti-Corruption Agency; General Agency of Social Insurance; Mongolian University of Science and Technology; the University of Internal Affairs; the Civil Service Council of Mongolia; Citizen Representative Khural of  Tuv province; Citizen Representative Khural; Governor’s Administration Office of Bulgan province; and Governor’s Office of Sukhbaatar province.

Scholars and experts in public administration have made a huge contribution to the field of public policy by giving in-depth analyses and useful insights into modern policy practices, spanning from regulatory reform and energy policy dilemmas to human resource management and strategic foresight. This has helped both policymakers and practitioners get an opportunity to get involved in intense discussion on contemporary theories and practical issues of public policy. Therefore, we would like to extend our sincere gratitude to the experts and scholars for their invaluable contributions.
