The eleventh “NUM Leadership – Capacity Development for Transformation” international conference under the topic of “Public Administration in VUCA times – Managing Volatility, Uncertainty, Complexity, and Ambiguity in the 21st Century” was successfully held on 20th, October 2022.
The conference is organized annually by the Department of Public Administration, School of International Relations and Public Administration (SIRPA), National University of Mongolia (NUM). This year, the general organizers of the conference encompassed SIRPA, NUM, the Civil Service Council of Mongolia, the German Research Institute for Public Administration, and the German University of Administrative Sciences Speyer, Germany. The co-organizers include the University of Alaska, Anchorage (UAA), USA, Otgontenger University, Mongolia, Mongolian Institute of Certified Public Accountants (MonICPA), and the Institute of Communal Sustainability and Development (INCOSAD).
In the current year, the conference was financially supported by Konrad Adenauer Stiftung (KAS). Therefore, we are expressing our sincere gratitude to KAS for its invaluable financial support.
Prof. Dr. Dr. h. c. Jan Ziekow, director of the German Research Institute for Public Administration, Speyer, Germany, doctor honoris causa of NUM, and advisor of the Public Administration Department, SIRPA, NUM has participated in the conferences as a keynote speaker.
Keynote speeches, guest speeches, and workshops have invited international scholars and participants to exchange ideas and develop visions of how to manage the volatility, uncertainty, complexity, and ambiguity of public administration in the 21st Century. Prof. Dr. Dr. h. c. Jan Ziekow, director of the German Research Institute for Public Administration, Speyer, Germany, doctor honoris causa of NUM, and advisor of the Public Administration Department, SIRPA, NUM has participated in the conferences as a keynote speaker.

In the eleventh “NUM Leadership – Capacity Development for Transformation” international conference, more than 150 representatives participated. The representatives consisted of professors, lecturers, researchers, graduate students, and undergraduate students of the following institutions, the Office of the President of Mongolia, the Civil Service Council of Mongolia, the management of the National University of Mongolia, and branch schools of the National University of Mongolia, Mongolian University of Science and Technology, the University of Internal Affairs, the National Defense University, the University of Humanities, and Mandakh University, the Ministry of Economic Development, Ministry of Finance, Ministry of Food, Agriculture and Light Industry, Ministry of Culture, Puppet Theater of Mongolia, General Directorate of Professional Inspection, Institute of Certified Accountants of Mongolia, Assembly of Central Province, Office of the Capital Governor, Sukhbaatar and Bayangol district governor’s administration office and non-governmental organizations.
The conference had workstreams in the afternoon session. The workstreams consisted of three sections, including VUCA and Leadership, VUCA and Local Government, and VUCA and Public Policy. The conference participants chose workstreams they were interested in attending.
International experts and scholars in the public administration field made an invaluable contribution to public administration in VUCA times by discussing challenges and solutions for managing volatility, uncertainty, complexity, and ambiguity in the 21st Century.
