On March 21, 2024, Minister of Personnel Management of the Republic of Korea, Kim Seung Ho paid a visit to the National University of Mongolia culminating in the signing of a Memorandum of Understanding (MOU).
The MOU, inked by Minister Kim Seung Ho and Dr. Prof. Badarch D., President of the National University of Mongolia, opens avenues for joint research endeavors focusing on “Comparative Civil Service Systems” and “Comparative Personnel Management.” Furthermore, the MOU enables staff exchanges, promoting a rich exchange of knowledge and expertise across cultures. A key aspect of this collaboration is the introduction of a new academic course named “Public Administration: Comparative Personnel Administration” within the university’s Department of Public Administration. This course will provide students with a comprehensive understanding of civil service systems, with a particular focus on the Republic of Korea and Mongolia.
During the meeting, President Badarch D. underscored the pressing need for effective personnel management in Mongolia, emphasizing the university’s commitment to exploring talent and fostering cooperation with the Ministry of Personnel Management of South Korea as part of its new development strategy.
Minister Kim Seung Ho expressed his enthusiasm for the cooperation, citing the strong existing relationship between the two countries in personnel management sectors such as capacity development and personnel training. He emphasized the importance of sharing educational experiences with the National University of Mongolia to further enrich both nations’ expertise in the field.
In attendance at the event from the National University of Mongolia were President Badarch D., Dean of the School of Political Science, International Relations, and Public Administration Munkhbat S., Head of the Department of Public Administration Baasanjav G., Professor Burmaa N., and Senior Teacher Myagmar G. Moreover, representing the Cabinet Secretariat of Government of Mongolia, the advisor to the head of the Cabinet Secretariat, Amarbat U., was accompanied by his delegations.
From the side of the Ministry of Personnel Management of the Republic of Korea, notable participants included Minister Kim Seung Ho, Director-General for the Personnel Management Bureau Chun Ji Yun, Director for the Minister’s Office Lee Young In, Director for International Cooperation Lee Eun Hyo, Deputy Director for the Minister’s Office Jung Chang Hwa, and Deputy Director for International Cooperation Nam Kwang Taek.
